Came across this Blue Ridge Parkway quarter with what appears to be "stones" in the roadway (arrows). To my untrained eye they look somewhat similar to the rock work making up the tunnel and rocks on side of road. Are these rocks die chips, some kind of doubling or other issue.

The right-side arrow shows a hit from another (reeded-edged) quarter, so a bag mark.

The left arrow may be the same but, I don't know.

If it is incuse (sunk into the coin) on the coin, then it is probably a contact mark from the reeds from another coin.

To me they looked raised, especially the largest anomaly closest to the tunnel .
