What Is This Defect Called? How Does It Influence Grade?

If you look at the top edge of the obverse and bottom edge of the reverse of this coin you can see that something happened during production that smudged and flattered out the beads. Two questions:

1. Can someone explain what this is called and what causes it?

2. For me this takes the coin down a notch - curious to know whether others share this view?

That condition is common. Though not certain, I think it occurs during ejection from the dies. SPP should be able to explain better.

I don't entirely understand how the actual striking of the coin takes place. But to me it looks as though both the obverse and reverse dies are at a slight angle such that the edge that's further out blurs the denticles.
