But it has these carbon spots any suggestions?

It will continue to have them. They are in the planchet. Cleaning will only reduce the value of the coin. The bad new is that the spots will continue to grow in time. So nothing can be done to fix the issue. The carbon is inside of the planchet and leaks out to the surface.
