Close but no cigars . The 2 bottom steps are not complete . Some may differ .

I also agree, plus the top step on the right side has a ding.
A full step cannot have any breaks on any of the steps.

All those reasons, plus I believe, based on the limited picture, that is a circulated coin, not uncirculated, precluding the Full Steps designation all together.

Thanks to all whom replied! Apologies for the bad picture. I have a coin microscope arriving within hours and believe it takes pics and video. I'm sure I'll deliver a better quality picture on future submissions. I understand advice and information depends on that element.
