Looks like damage - the reeded edge of another coin has fallen and left a mark probably.

Again, it pays to remember: dints on coins would have to mean lumps forming on or sticking to the coin die, and there's no easy way for a coin die to acquire such lumps. So, strange dints are almost always post-mint damage.

Lumps on a coin mean dints on a coin die, which is much more common.

I understand but this looked like raised cuds. I was unsure if it was front of crown or hit from obverse of coin but there is no evidence it was hit on obverse.
