I don't think it is either one [or even an RPM], but it would be helpful to AT THE LEAST provide a link.
The people on this website are all volunteers and provide information because they enjoy helping others, the least you [and others] could do is help out with helping them.

Nice MAD on the coin. The MM is certainly damaged, but is there split serif on the lower left side of the D?

I thought it was an interesting combo, with the MAD, the die chip(s) and what could be a low left split serif.

Kind of hard to tell with all the glare, but it does appear to have split serifs on the bottom of the D. I would say probably an RPM, but take a look through the reference sites to see if you can match it. Not an off center strike as others have said.

Weight? If under weight, some devices on the same areas on both sides of the coin will show weakness. (Tapered planchet issue)    Note the weakness of the strike? Too thin on those areas to strike up a full devices, because the metal weight wasn't there.
