Are you asking about the area just in front of the eye?

If so, I think that John1 is correct. That area has some loss of detail caused by over polishing of the die. I also see an area behind Washington's neck where the ponytail is flattened.

I've seen 4 coins posted on Facebook coin groups asking about Washington quarters of different years with areas like this one.

Yes the spot before the eye and didn't even see the part in the pony tail is this a error or?

@here, that flat spot on George's ponytail occurred after this coin was struck and is damage rather than a mint error.
