If both serial numbers are missing on an otherwise genuine Note, then it is not legal tender.

It is still very much a collector's item, and potentially highly valuable.

Sounds interesting. We have been finding some differences in the ink coloring of the serial from one side to the other with one serial simply becoming under inked in places that makes the coloring of the left and right serials looking slightly different, and this is possible on one side only of the serial number since 2013 due to the new serials being refilled and printed separately from different drums. I theorized that we might have further insufficient ink on one side as time went on, but there are no bills yet that might confirm that can happen so your bill might be interesting also if its related to that.
