I may have to pay a premium to get a decent one I'm afraid. I'm surprised these didn't come in similar packaging to the 96w dime or the 1999 SBA dollars. That would have been more adequate I think.

I can't say it's a packaging issue...just crap quality coin put in a baggie...would have been the same quality in a lens...so un-proof like quality
Maybe they decided to give them away after they saw how they came out....
Definitely changed my mind on the next two...pass

I myself don't think the packaging contributed to the flaws, but I think former mint set package would have been preferable over the baggie. Hopefully the mint has these flaws under control for the next two W cents.

Coins arrived today. One was pretty decent so I kept it but I returned the other back to the seller for a refund. But I really hope the mint figures things out before the next 2 releases...

I read an article in Coin World that was an interview with director Ryder, and he alluded to a special coin offering that has not yet been announced. I asked the author of he was referring to any of the other types of bonus cents to come out, but he assured me it is a different coin. I'm very intrigued now.

I dunno, I am satisfied with my 2019W cents condition after removing from the bag and placing it in a capsule. I think in a lot of cases, people, especially collectors, get really picky and will complain about the slightest defects, even though the mint doesn't guarantee perfection for anything it produces. For Proof, I'd say PR68 and Above is acceptable, and some will get lucky and get that PR70. I think you have the right to complain regardless, just in a lot of cases, it's those hyper critical types of people that will complain about anything that is just under perfection. I think any Proof coin from the mint showing up PR67 or lower should be rejected, they talk quite a bit of smack about their proof process, so they should be in those top 3 grads at worst, nothing lower than that.
Free is free, there is no additional premium to the set over last years set. My opinion is if you don't like it send it all back and roll the dice again, although I don't know how they handle the 'free bonus cent" situation in that case of returning.
Perplexing. I'm do use care with proof coins with gloves, I don't own a hermetically sealed clean room with oxygen tanks and hazmat suits to do it. If my coins tone over time, I'm doing nothing to stop it, In fact I put my 2019W into a capsule to to avoid the plastic bag rub, but after that I slid it into the mint envelope for storage and I look forward to see what happens to it in another 20 years if I'm still around.
I dont' use gloves for most coins, but I feel like proofs will absolutely take on a fingerprint or show just about anything. but from my experience, I dont' take them out of mint packaging, just because I've done more harm than good by doing it, sometimes it best to leave well enough alone, again, in my opinion. Tnning is supposed to happen to metals over time, you can slow it down to a crawl, but you can't stop it.

 I wish You all the best here in this Family. I agree with most of your post. I have been buying from the mint for decades, that said I have come to expect NEW coins, problem free when I order from the United States Mint. Nowhere else could they nor do they make the effort to produce coins, in America, but Our U S Mint. I have noticed, along with others, the quality control dept has and is declining and has done so for years. I love the products they make and STILL believe they are the place to receive the best shot for Our money to get sweet, New, fresh off the presses coins, Be Well.......

Just received an email from where I ordered a 2019 W PF70 They said the grading co is only grading 24% PF70 but they sent a batch that graded 70 and had spots on them. NGC is one of their grading Companies. I told them to told till they get some from PCGS.
