3. Not issued in the Americas.
4. Issued in Eurasia.
5. Not issued in Europe.
6. Was around in 1907.
7. The issuing country's capital is not west of 80 east.
8. The country of issue is an island country.
9. The issuing country's predominant religion is not Islam.
10. The issuing country's population is greater than 100 million.
11. Was around in 1947.
12. The country of issue is Japan.

Well, I think we're looking at a 1 sen coin minted 1880-1884, inclusive. I'll go with the highest mintage of those:

My guess is an 1884 Japan 1 sen of Emperor Meiji.

My question asked if the monetary value was greater than 4 sen.

That's akin to asking if a coins monetary value is greater than a half dollar, which would cover cents, dimes, nickels quarters, dollars, half eagles, etc.

Or am I missing something.

Canada gained its eighth and ninth provinces on September 1, 1905, so if the answer is no, then the coin must have been issued no earlier than 1906.
