I think this would straight grade. Right in between a F15 and VF20, no bump for eye appeal so I think it will stay at F15.

Fine details with the appearance of ED. Below average eye appeal. Of course this comes with the usual disclaimer of trying to make an assessment via photos. Best to run it by some knowledgeable individuals/dealers who can view the coin in hand. Ask them what they would pay for the coin. It can be an eye opening experience and add to your knowledge and in the long run will help you in future purchases.

Oh and on the grade?
My guestimate is now revised from a straight grade "fine" to a "fine details" due to graffiti removal and/or attempted repairs.
New pictures are worth a thousand words. You shipping it back?

@numismatic student, Can you fluoresce it? It might be interesting as a help in figuring out what substance is on the coin. It might also make the graffiti (if that's what it is) more visible.
If it's just surface goo, the coin may be OK. If it conceals serious damage, that's a whole different beast.
