Ok, well if I can justify what I'm saying:
I don't really take a lot of stock with what the graders say, how they describe or label things.
I like to stick with the mints own terminology, ie bullion, proof, Uncirculated, with full agreement that "Uncirculated" add a finish name is very confusing. I will point out that to my knowledge, the mint has never referred to any finish as burnished. They have use "burnished" or burnishing as something they do to the planchets. But no Eagles have been intended for circulation, so "Uncirculated" is confusing and I'd definitely say there is little confusion in any conversation about use of the word burnished. It's pretty interchangeable terminology. But to my point about the 2011 S Uncirculated, the mint is very stringent in it's terminology. I posted the copy/paste from the mints own description of the 25th Anniversary set and they describe it as a San Francisco Uncirculated. Again it's the different term for the same thing. S mint mark, Uncirculated or "burnished" finish.
The comment I made about if the same grader would give the implied S on the bullion is because the mint did later announce all the bullion coins in that set were minted in San Francisco, but as bullion coins do not have the mint mark. I don't think implied mint marks were a thing until the mid 2010s, which is a topic for another time.
