They are Louisiana interest bearing obsolete "Baby Bonds" from the 1870's. I think they are scarce, but are not "rare".
They usually are sold in singles or in uncut sheets of four notes.
The ones with tinted paper and green serial numbers seem to be scarcer....at least from my experience.
They can be found cancelled and uncanceled. The cancelled ones are usually punch cancelled with a small hole.
I've always liked them and the quality of workmanship is pretty nice..

Here are better pics of a couple of single notes, each with four remaining coupons attached. One with red serial numbers and one with the green serial numbers. The notes with the coupons attached are about 14cm x 8cm. The quality of workmanship rivals any banknote printing of that era in my opinion. My favorites are the green serial numbered notes! Enjoy!
