I've run across a couple of coins with an inner ring punched in it like this. It doesn't quite form a full circle and is heavier (deeper) on the left side of coin.
I think daddy has it right, these tend to be counting machine damaged. I found a MS 1968D Lincoln in a roll the other day. Only problem was the same type of damage ring on it.
It is caused by a counting & "rolling" mcahine. Big banks have them automatically wrapping the paper around the rolls and this is where the coins on both ends of the roll get damaged.
