Is it copper colored? It's certainly larger than a small penny. If it's anything like US quarters, you occasionaly see them struck on just the copper or just the nickel half of the planchet.
Assuming that it's not chemically colored, that is =)

I can't quite make out the year as it is cut off. Can you work it out at all?

It could be a Canadian 25c struck on a New Zealand 2c planchet. RCM was striking 2 cent circulation coins for New Zealand in 1980, 81, 82, 83, 84, 85 with the Arnold Machin effigy of Queen Elizabeth II.

sure looks like a "wrong planchet" error. I suspect Brissyboy is right.
