I am about certain this is PMD but I expected to see circular lathe lines on coins like this. Weighs 4.1 grams

Must be PMD as this is underweight by nearly 20%. As to the method of metal removal, you are right that a lathe would have likely produced a different pattern.

Definitely Post Mint Damage. The obverse has been grinded away by a power tool. All of the scratches are consistent with the grinding. Still kinda cool though.
