This device also shows up on Polish coins minted at the Dresden mint (yes, I know that sounds strange) in the early 1700s. I have seen a description by an auction house that calls it a hook.

Holed 1723 shilling of Great Britain. The 'SSC' in the angles between the shields on the reverse indicates that the silver was supplied by the South Sea Company:
