This appears to be a "forced broadstrike". The edge of the expanding coin made transient contact with a stiff but still mobile collar.

I have a hard time visualizing the actual stamping of the coin. I thought the collar was fixed with a die below it and feeder fingers bringing the blanks and dropping it into the collar and then the top die comes down. So itís actually a movable collar ?

The collar can move, although design details differ among press models. An immovable collar would be much more likely to suffer damage in the case of a hammer die misalignment.
