looks like split plate doubling to me

To CCF! That's called Split Plate Doubling. The Copper plating got overstrecthed and broke, during the strike. http://www.error-ref.com/split-plate-doubling/

Date is Machine Doubling, not a doubled die. The apparent doubling around the D mint mark is split plating doubling. Not a doubled die either.

The date is showing Die Deterioration Doubling. (Die wear) Note to the right side of both 9's.
