Yeah, I'm ruling damage on this but the rim is chewed and and there isn't displaced metal from damage, but insted naturally occuring. What do you think?

You're instincts are correct. It's Post Strike Damage ( PSD). I would still save it, since it's a Wheat cent, but throw it into your cull coin pile.

Because of being in circulation for such a long time, circulation wear has smoothed out the Post Strike Damage that was done to it years ago.
