It might be an illusion. I can see what you're seeing, but I think a stain could have caused this.

Die deterioration flows towards the rim. This falls in that area and looks like it may have taken a slight tap on the area you are looking at. What is the difference between a tap and a RPM. A tap is an incuse mark into the coin. A RPM is raised above the fields.
