received this coin in a batch yesterday. I cannot fully read the date, but the only Napoleon III 18-4, 5 centimes - with a 4 is 1854. So.... I would guess this is a lamination separation in a big way.

That eagle looks a lot like the one on a Washington quarter.
( I'm no pro, it's just my humble opinion )
