The proof sets that were on display at the Mint's booth didn't show this envelope with them. The sets were removed from the packaging and just had the cent in a polypropylene bag (the one shown in the first picture on the proof sets product webpage). The proof set box was displayed with the coins, but not this envelope. Still, since the website shows it, I guess it will come with set

Calling the penny a "bonus" makes me wonder if they will only distribute a smaller number with the penny to create a "rarity" and then discontinue the penny inclusion. The mint does some sneaky things from time to time.

Yeah, it would be nice if they only had like 100K of them for the first 100K sets :) Would never happen, but it sure would create a buzz.

I saw the picture of the 2019 West Point Special edition Lincoln " penny " collection package.  Why does the United States Mint call the Cent an Penny  ?

In order to sell to those who don't know the correct terminology. It's kind of like explaining to people that a gun clip is not the same as a magazine. Eventually, you just get tired of correcting people.

 With Bret. They just gave up on the cent thing PS ordered mine today. It's a shame the only put it in a plastic bag .

I assume keith12 means he ordered the Mint Proof Set which includes the W cent (yes, I said "cent").
But maybe not.

Mmmh... I think there was a glitch on the Mint's website just now:  The 2019 W proof penny was offered for $0.01 each and without having to order the whole proof set. There was no dedicated website for this offering (yet), but the product code (19XW1) was revealed by hovering over the penny. It was also possible to order it - which I did, of course. I'll report again (most likely with an order cancellation).

 Here is my order from the mint I placed yesterday. I too ordered the Penny from West Point and the Penny envelope. This option is now gone from the mint web page. I wonder if my order will include an extra penny?
