If they weigh less than 3.1 grams, assuming they are copper, the obverse may have been ground flat and stamped with this symbol on it. What makes me think this? They show a rim on the reverse and there is no rim on the obverse. One other thing that tells me it is a novelty coin, the flattening of all the devises on the reverse including the rim, they were flattened when the obverse was struck with this symbol.
