Alright so this is probably PMD but I had to ask because I've never seen this before.

Im not 100% sure but it looks like this has been struck through a bunch of stuff by the way they look, it could also just be PMD but what would cause this to happen on a coin. I can normally tell the difference between struck through or PMD but this one has me confused.

Looks like damage to me. Can you post a photo of the entire reverse? You are almost zoomed in too much...

Full pic of reverse, and close ups of the circles, if it is post mint damage I'm curious to know what could have caused it. If you notice they go from small to large circles and the last one is only half and they all seem to have a random dot in the middle, I don't really see how it could have happened at the mint unless it was struck through something weird looking.

PMD; it didnt leave the mint that way.

Looks like environmental damage because inside the metal is being eaten away, as well on the obverse
