The fact that the postal services / fedex are not able to get signatures from the recipient during the COVID-19 crisis makes opportunities for occasional thieves. Listing such coins here will not bring them back, but at least will give affected people an opportunity not only for comfort during this troubled time, but also warn other potential victims in the numismatic community. Please do not put names as this might interfere with some privacy regulations, instead enter the PLACE, POSTAL CODE and COUNTRY. Here is my first two entries (a few more are pending): -------------------------------------------------------------- Coin: 1827, Russia. Silver 25 Kopeks (1/4 Rouble). Recipient Location: Niagara Falls, ON L2H1Z6, Canada.Delivery Confirmation Date : 19th March 2020, Canada PostExplanation of the recipient : Never received it. Explanation of the carrier (Canada Post): Delivered. No signature required due to COVID-19 measures.  ;  -------------------------------------------------------------- Coin: 1927, Albania. Gold 20 Franga Coin. PCGS Cert # 38055638Recipient Location: Staten Island NY 10305-4720, USA.Delivery Confirmation Date : Friday, Apr 24, 2020, USPS (https://tools.usps.com/go/TrackConf...93199905AT).Explanation of the recipient : Never received it. Explanation of the carrier (USPS): Delivered to individual. I was not aware that USPS has this policy due to COVID. According to their website, they still require at least a verbal contact with the customer:
To reduce health risks, we also are temporarily modifying customer signature capture procedures. While maintaining a safe, appropriate distance, employees will request the customer's first initial and last name so that the employee can enter the information on electronic screen or hard copy items such as return receipts, and PS Forms 3811 (Domestic Return Receipt) and 3829 (Registered Dispatch Follow-Up). For increased safety, employees will politely ask the customer to step back a safe distance or close the screen door/door so that items may be left in the mail receptacle or appropriate location by the customer door.
Very sorry to hear about these problems, and I hope there are not too many examples.
I have several shipments from Europe which are showing that they left the country of origin for international shipment, but which have not yet arrived. I am hoping they all show up.

If the international mail system is compromised, ebay should take some action.

@tdziemia Yes this is what they should do, but still the signature is not being collected, which is required by ebay and Paypal.

@Numister - ebay has left things on themselves. They do not care anymore. PAYPAL does not care either as THEY will KEEP THE PAYMENT FEES NOW even IF YOU REFUND THE ORIGINAL PAYMENT. Paypal introduced that measure in April, possibly to protect their revenue from the COVID-19 crisis or just found another way to raise their fees. In an official statement they have explained that it is "usual in the industry" comparing Paypal with a regular Credit Card company which charges a fee from the seller anytime a chargeback occurs.

If they know this is the situation and yet still give sellers more free listings then this is irresponsible and morally bankrupt.

@cwtv, I recognize that the coins you have listed are all from OUS, but it seem to me that this thread is better suited to the subforum on numismatic crime. I'm going to move it there as it seems to fit better, but if you strenuously object, then please send me a quick note and we can chat. None of this theft is good news--for you or the purchaser.

Bad news for the community in general. The lack of support from ebay is disappointing but expected.

This is terrible, but not sure what can or will be done. I have been hesitant to make some new purchases. I am not worried about my carrier because I know her personally, but I do have concern about all the steps in between. Seems like many are willing to use the crisis as an excuse from following protocol or accepting responsibility when things go wrong.

Every registered package I have received since the epidemic began (11) my carrier has rung the bell, asked if it was OK to sign for me, then handed me the package. These were coming from Europe and took varying lengths of time to get here, but all arrived (there is one final package at 43 days and counting ... it is somewhere between Chicago and Columbus for the last 13 days, so yes, things can get hung up in the system for longer than normal times). On the other hand, a FedEx package was just left on the front step today with no signature ... even though the FedEx system says I signed for it (kinda tough, since I am 200 miles from home).

Say that I sell something on ebay and send it via registered mail. I get a delivery confirmation without recipient signature. The recipient claims to not have received the parcel. I am still not protected by eBay/Paypal? Then what's the point of sending anything using registered mail or tracked parcel services?
