This one's in an INS 65 "vintage photo" double wide holder but I think it only makes 64. Rather large hit on the reverse. Luster is fantastic.

My gut says MS-64 but I've seen many 65's with the same amount of marks on the cheek.

strike is a little better than normal for this year. I think you are spot on with the grade. MS64

The holder on this one is pretty awesome. Circa 1988. INS was one of the first grading companies. Didn't grade to quite the same standards as today, but were pretty harsh on any altered surfaces from what I hear.

i dont think the top TPG's would slab this at 65 but it is a nice coin

Guessing it's probably a coin flip between 64 and 65 with a resubmit but I like the vintage holder so going to keep this one as is. The luster on this one is exceptional which might get it the 65; it doesn't really show on the photos.
