I was probably the first victim of MGreen and possibly the biggest.
When ebay ruled in his favour on my case, he went on a buying blitz, and started ripping off everybody.
167 transactions this month -
312 for the last year (minus 167) = 145 for the 11 previous months
So when he found out that ebay would ALWAYS rule in his favour he stepped up his purchases from 13/month to 167/month
He purchased 3 coins from me in the first 2 weeks of September
I was quite naive, and figured ebay would help get my refund back as MGreen had promised. I got a very NICE feedback from MGreen for the coins, but just a lesson on how to use tracking from ebay.- (essentially stating - it was my fault and they are NOT a collection agency)
It seems NOW that MGreen forgot to get a refund for one of the coins, which in our many emails back and forth, he told me how beautiful it was. (FLAUNTING!)
I directed ebay to the emails and reported MGreen to them twice, but it seems feedbacks are not as good as a tracking number.
This guy, (as all buyers are) is running with a 100% efficiency,
I was too until I met up with MGreen.
I really think ebay has to change it's methods.

Update: There's a whole list of people to contact in Canada regarding fraud, simply Google "Canada fraud", not to mention the police. I'll be on it til I come up with some suggestions for everyone effected by this . He has already made a number of bad mistakes in his scam operation and NOW is the perfect time for us to be filing reports on this guy everywhere, and don't give up. If nothing else this will make a great & very embarrassing news story for the guilty and complicit.
With regard to saving others from the same misery we have experienced with this idiot, I was wondering what your thoughts are of posting an eBay auction for a worthless coin, using mrgreen's user name in the title. In the description tell your story. It costs little or nothing to post an auction and will likely draw some attention to the fact there's a scammer out there. eBay has been disappointing to say the least - within hours of reporting this loser for "feedback extortion" he does it again. Pathetic effort on ebays part.
If we all work together we can beat this problem. Like others have said, if we allow eBay policies to supersede law then we will continue to lose. It doesn't matter if you're from Canada, USA, the UK or anywhere, you can contact Canadian & local authorities and tell your story. They will act if we all file a complaint.

Your comment of slippage is absolutely correct Wistro.
All businesses have to allow for some loss to theft, - it WILL happen.
I am not being facetious, but let's take that comparison a few steps further:
What if 20 stores have had altercations with the 'same' customer and banned the shoplifter from their stores, would it not make sense for the mall owner to take some action?
In this case, the mall owner has also lost their commission on these sales?
When does it become feasible to involve some policing from the mall's security? When should the police be called?
What if the culprit simply disguises his identity, - as he has already told us, that his next step, if needed. (He lives with a group of men in a home)
Do we have to endure another round of this?
What if he tells others of his scheme?
Or what if he decides to make some REAL MONEY and syndicates his idea and starts a website?
- "Get FREE items from ebay - proven method, guaranteed results!"

I believe it is for everybody's best interest, for ebay to 'nip-it-in-the-bud' and show some teeth, before MGreen's methodology takes us out-of-the-game.

Take these opinions with a grain-of-salt, or maybe a spoonful-of-sugar (feel free to decide)
because it's from a disgruntled seller who has another refund to pay to MGreen3481

Extensive mail fraud crime is a horror, I could see one or perhaps two missing mail is possible, but reading so many being missing is outrageous, contact the postal inspector.

Its disgusting that ebay don't recognize his fraud , or that they just don't care. If a buyer like that is allowed to scam evreyone they should at LEAST REMOVE HIS BAD FEEDBACKS!!

Okay guys,

I just got our first glimour of hope in this case.
I just got off of the phone with an ebay support worker, I'm not sure if he would want me to give his name, so I won't.
I told him that I had made many previous calls, and ebay never responded as promised.
Because MGreen3481 had repeatedly been reported by me, he had the response ready, and didn't know why it wasn't forwarded to me.
In my case, MGreen made a fatal mistake - (flaunting in a couple of emails that we traded back-and-forth) that the coin was the nicest '35 silver Dollar that he had ever seen, BUT it was too bad that I had sent it untracked, because he was going to get a refund through ebay for it. (He was doing me a favour, - teaching me that I should be tracking shipments.)

Cutting to the chase, he said that my refund request for September 30th would be removed.

I asked him if he could remove all of the other refund requests from MGreen to the other sellers?
He couldn't do that, - BUT he told me that if they phoned in individually, he didn't see any reason that they wouldn't be removed, with the track record of MGreen.

IF YOU OR ANY OF THE DEALERS THAT YOU KNOW OF, HAVE AN ONGOING REFUND LOOMING OVER YOU, PHONE SUPPORT NOW!

I was taken by this scammer as well. The following is the message I received when he opened an item not received case.

"***You're on notice. Please give me a tracking number to confirm this is on route or a refund please ASAP in compliance with eBay rules to protect the customer. I haven't received your item. I hope it's just Covid19 related and that they will eventually arrive. No worries if I receive item. I will immediately reimburse you via PayPal. Please give me a tracking number to confirm this is on route or a refund please. I am requesting a full refund."

I responded that he had opted for no tracking obviously and asked if he had received it at the time I was responding. He then escalated the case and eBay ruled in his favor of course. I'm sick and tired of eBay wanted tracking even if it's a one dollar item being sent.

Re: MGreen2481:
Please continue contacting all of the sellers who may be affected,
ebay has limits on quantity of emails per day, and I wasted too many, messing with MGreen's head,
so I've only been able to warn about 15 sellers.

First of all I am NOT continuing on with my quest, to have MGreen removed, I have spent too much time with this!
It's up to ALL of you to get your refunds to MGreen stopped, NOW!, and for ebay to do their OWN work.
Most of us lost a few coins, but the rep assured me that MGreen's days of submitting for refunds are probably over.
I'm sure, he will be back under a new name, because he lives in a shelter with other men, - so DO NOT ship anything to Vaughn street, Toronto, ever again.

I'd like to thank Silverwolf - esclyons for starting this forum thread
and especially Oliver canadiannumismate for posting the first negative MGreen feedback
I thought that I was the only one who was ripped off by this thief at first!
It was certainly nice to know that I had 25-30 very experienced ebayers in "my corner"
As a 'new seller' - I was starting to blame myself for being so stupid - to get caught-up in a scam.
Now WE ALL KNOW WHERE THE PROBLEM IS.
Thanks for letting me be a new member of your forum, it's great to be aboard.

Now the problem is going to be, he is buying again, in a hurry, and laying on lots of feedback, to bury the bad stuff..

Also he is leaving tons of positive feedbacks, even for seller's that don't track shipments, so perhaps he is trying to lay low for a bit, then come back as the buyer we know,,

I am going to send a message and ask for payment for a coin I know her received, and see where that goes..

here is his response to me, about asking for a re payment,...

I think when customers track the item they really send it and a lot of shady sellers such as yourself like to possibly scam the system, I don't know. I do receive a lot of stuff that isn't tracked too. You can't believe all the nonsense you may read. I buy a lot of stuff on eBay since 2007.

what a piece of work this guy is, we need more people to report him,,
