They are close, but: Arrow pointing at different angles. (rev) therefore different rev. dies used. Hair detail different, therefore different obverse dies used.
As each new Emperor came to power, plaster busts were sent to each Mint throughout the Empire, to let the die engravers know what the new Emperor looked like. In this case, probably from the same die engraver, using the same 3D plaster bust as a model.
