My sister found this coin in our local Coinstar reject bin. It appears to have been a Mexican 1 peso KM 496 but something strange has happened to it. I am wondering if it has been defaced on purpose due to currency devaluation, or is there some other explaination. Thank you!

That looks like something home-made. Also I can see no reason why the Mexican government would need to deface a coin that is worthless anyway.
