Error ID Help - 1909 VDB LWC OBV And REV Shifted 5% S & N (Collar Present)

So not really sure what's going on with this one.

Initially I thought maybe a partial or tilted collar, but the more I looked the less likely it seemed.

I don't think it's off center because there looks to be no expansion of the planchet, and I think the collar was present during the strike. So possibly a misalignment issue?

Not really sure on this one. I figured it had to be one off because if it was present on multiple coins I figured it'd be documented by now, but neither myself nor a few friends I talked to had seen it before. Maybe yall are smarter than me on this one.

Mis-aligned dies seems like the likely cause.
