This is the result of
Die Deterioration, I'm not sure if any of you have seen the 2001 P nickel and Quarter, but the same phenomena happened on those as well. The die deteriorated enough to cause chipping of the digits in the Date and what we see here is the result from that.
Not worth grading as I suggested on Facebook before it was posted here.
