what type of error are these lines present on both reverse and observe?

If they are raised, the only thing I can think of are die gouges, although I don't remember ever seeing that many on a coin.
Maybe someone else can come up with another explanation.

I doubt die gouges could all radiate from the center so nicely, but they seem too clean for die flow lines. Anyone know if some part of the European/Spanish die cutting process could produce this?
