1995 P Jefferson Nickel "Stiff Collar"? With Big Rim Cud Another?

This buy was inspired by a recent post about a MAD nickel. I think it was Jim###. I didn't comment but have seen those before and really liked them. There's an incredible MAD Lincoln up for auction on eBay atm. Probably 20% offcenter obverse.
Anyway this was listed as a MAD and I believe it's a stiff collar strike with a rim cud at 11 o'clock. I could be totally wrong. What do you think?

It looks like a MAD to me, possibly that cud you see could be the metal flow past the die from being misaligned.. (just a guess though)

Going by the info above, I do not think it qualifies as a stiff collar issue but not my area.

Partial collar? But we need images of the edge to see that.

I'm not very good with those edge errors but does tilted partial collar sound right?

Thus my suggestion was correct. Partial collar. These are interesting. The part in the collar, will have a normal edge, the part out of the collar will be expanded. (Or missing reeds, on some denominations)
