A genuine partial clip should be circular with the same diameter as the coin. Agree with PSD.

"Partial Hit" after the strike - you see how the reverse rim is flattened in that exact location.

A partial collar affects most of the outer edge of the coin. Any area in the collar will be normal, where the planchet is not in the collar will be expanded outwards. On your coin, I see an incuse area, like coin contact, rather than a partial collar.
