Strange British Columbia Token, Is It Silver?

This is one I pucked up some time ago since it was different. I am also wondering about what time period this was struck. Though more than likely it is not silver .

Looks like base metal to me.

Could be silver plated copper nickel.
What is it's diameter, rim thickness and weight?

From the rust markings, I'm guessing it's nickel-plated steel.

As for age, these dollar-sized tourist pieces became fashionable in the 1960s. The lack of the "compartment" of dogwood flowers, added to the arms in 1987, dates the piece to before this time.

It might have been a commemorative made for the 1971 centennial.
