Maybe Pergamon. Reverse is a trophy consisting of helmet and cuirass.

.......I have one of these so something like this..
Mysia, Pergamon . Circa 2nd Century BC. AE 18mm (5.31 gm).
Obv.: Head of Athena right, wearing Corinthian Egret helmet.
Rev.: ΑΘΗΝΑΣ ΝΙΚΗΦΟΡΟΥ (Athénas Nicéphore), trophy, consisting of a crested helmet, a cuirass with arms below; monogram to the right.

Paul, I suspect you can remove the "monogram to the right" from your description. Yours seems to be a variety without it. When they are present, they seem (apparently) to be placed between the sigma at lower right, and the trophy. That space is empty on yours. Or am I missing something?

Here are some examples with monograms lower right.
