That looks like it could have been a massive CUD. Maybe on a later minted coin, it was...

this is listed as SD-1c-1998-01 Stage A. Excellent find

Thank you for the replies. Agree that split dies are rare. I have only found 2 in many years of searching. The other was a reverse split die on a Jefferson.
