I've been told that this coin is plated, is it possible that it's actually silver

. Weight? Most likely silver or platinum plated after it left the mint.

Not unusual to have commemorative quarters plated by a third party after they
have left the mint and then sell them at a premium.
Trouble is it is then considered a damaged coin and has no added numismatics value.
