To me, it looks like the die that struck this coin was getting tired. There may be a bit of Machine Doubling in there as well.

The halo is caused by progressive indirect design transfer.
We see this on cents:


Memorial cents:

Nickels:



Now I guess we can add halves in this group as well. Not a premium for these coins as many are continued to be struck until the die is retired. Just an explanation as to what you are seeing, so you can move on to the next coin.

Thank you Coop for the Halo explanation...I have a bunch, probably 20+ half dollars with this kind of halo on them and wasn't sure at all what caused this...
