I just cannot make heads nor tail of this legend. The coin is 17-19mm and weights 3.0 grams.

I would say that your coin is a Constantine the great. However, probably a "contemporary unofficial issue" as the legends are completely off.

I have a similar coin:
Constantine AE follis. 318-319 AD.Siscia
IMP CONSTANTINVS AVG, helmeted, laureate and cuirassed bust left holding spear over shoulder VICTORIAE LAETAE PRINC PERP, two Victories facing and inscribing VOT PR on shield placed on altar inscribed with X.

My example of of a very nice try of imitating official coinage but "not quite" good enough to pass the smell test.

That there's a euphemism for "circulating counterfeit". Made by, and for, folks who couldn't read Latin. Probably the Germanic frontier barbarians, or possibly the Greek-speakers in the eastern half or the Empire.

To answer the OP's question: By my reading, the legends are:

Obverse: HDCNIHHHHHIHC
Reverse: HHCOHVHEHOHH

Some of those "H"s might be "N", or backwards-"N". Or a really badly done "A".

Thank you both for taking the time to help me to finally resolve this coin's identity!!! So, I do have a contemporary counterfeit, no wonder I couldn't find it!
