Sorry, it is not an RPM. the mintmark shows circulation damage as seen on the rest of the devices. It's a spender.

The reason I figured it was a RPM is because the two ears on each side of the d is that possibly making circulation error

I think this has a shot at being a RPM. Appears to have split serifs, D/D Tilted.

Definitely not WRPM-010 though, splits aren't as strong and mintmark placement doesn't match. Wrong #
