Is it an error or just another grease dies?

This is a Struck Through Grease error on the reverse. The obverse is showing a polished die issue on the motto area. Spendable. How do I know the reverse is a Struck Through Grease error, instead of a lack of metal flow on the STATES area? Simple. On the Struc through grease error, the tops of STATES are the same size. On the lack of metal movement, show the tops of the devices as normal, but the lower part of the devices as weak.
