I thought this was interesting for the explanation on the back of the newly adopted decimalisation of the yuan. These notes were issued starting in 1914.

These banknotes were printed in 5 Fen, 1 Cho, 2 Cho and 5 Cho currencies. Weihawei, where this note was issued, was a leased territory of the United Kingdom from 1898 until 1930. The capital was Port Edward (now known as "Weihai")
Tsingtao (German leased territory) had similar banknotes. On a side-note, Tsingtao also has excellent beer which is brewed at a former German brewery in the city! Thanks for your initial post @Lucky Cuss.

At center is Sir James Lockhart, His Majesty's Commissioner of Weihaiwei from 1902 to 1921.
