Hello
is the tiny white spots on zinc coin are rust ? does this make it a detail coin if submitted to NGC or PCGS?
In the photo they appear as dark spots and they are present on this side only.

Yes, white spots on zinc are corrosion; most corrosion byproducts of zinc are white in colour. It's not technically "rust", as technically only iron and steel "rusts". Severe corrosion on zinc coins is usually called "zinc rot", but this doesn;t look quite bad enough for that term to apply.

I'm afraid I don't know how much corrosion the TPGs tolerate on zinc coins. Zinc coins are highly prone to corrosion.

Yes the white spots are corrosion, zinc oxide is forming.

I have seen recently a coin with bigger spots and more deep ones getting a numerical grade with PCGS.

Sorry Sap but Rusting is really just a metal reacting with Oxygen. Almost all metals react chemically with Oxygen. Rusting is just sort of a slang word for Oxidation of metals.
