Ok so it's hard to get a good picture of it but what causes this weird goldish blueish tone on some coins?

Some sort of toning from whatever environment it has been exposed to.
Coins can turn to many colours under certain circumstances.

On a mint-fresh coin like yours, 'toning' is the result of the coin's exposure to environmental agents and the initial 'color' of the planchet. While fresh planchets are nearly identical tone-wise, there can be subtle variations. I've see this often with state and sometimes ATB quarters--with fresh coins from the Philly mint occasionally having a slightly 'warmer' look to them than those from Denver.

What does the obverse look like?
