I did a google image search but did not get any matches. I have a smaller coin that looks exactly the same that is about half this size. This coin measures 38.5 mm.

It almost looks like an unstruck brass token or coin used in the Orient since it has 2 closely-spaced Chinese letters. It could almost be a scale weight token used for weight measurements. Other than that, I am not sure about its use.

I think you may be right. I took a close up of the character(s) and put it through an online translation program and it came back the character meant "more than" which would make your theory as a scale weight make a lot of sense. Thank you

Scale weight should have the actual weight on it? This mark maybe a way of voiding it? Maybe it was out of tolerances, weight or size?
