1993 Lincoln Cent Blow Holes?

Good Afternoon everyone. While searching through rolls today I came across this 1993 Lincoln cent. I believe it is Philadelphia but as you can see almost impossible to tell. At first glance I thought PMD but I threw it under the microscope anyway. I immediately saw the second 9 in the date was over one of the holes. That caught my attention. Now I am not sold this is a error yet. Thats why I am here. I have been searching through many rolls of many denominations over the past 2 months or so and am learning every day. I absolutely love it. Anyway, back to the coin. Along with the 9 being over a hole I also noticed each hole seems to expand from within the coin and not from a outside source of pressure. I have heard/ read the mint uses a solution to clean coins after minting that is a white filmy substance as well. I am not certain about any of this as far as if this coin is an error, PMD. The main focus and most interesting thing to me is the second 9 over a hole. If I had not have noticed this I wouldn't have thought twice. Thanks for all feedback and any information given. Agree with John1 on both accounts.
Zinc rot is quite common , especially in 82 and 83.

With that amount of damage you really only needed to show us 1 or 2 photos of that coin for us to know that it's Zinc Rot .

Someone took a needle and poked through the plating exposing the zinc. The zinc gets oxygen and starts to rot. Not a good thing. Spend it soon. The clock is counting down on this one.

Carbon spots and zinc blisters/rot. Get rid of it while you still can!
p.s.- WAY too many photos, multiples when only one was needed. Select the best and forget the rest.
