What type of error is it even an error any information would help possibly value if it is an error

@crit, I think that is damage rather than a mint error (such as a strike-through) as the metal seems smeared on the rim.

An error should not affect the rim.

Is it possible to be damaged before the strike and the raising of the rim ? Thought?
