Agree with an overpolished die. Those would high spots on the die
so would be the first areas to be removed.

But the reason for the over polishing is Feeder Finger Damage that was so deep into the die, they had to really do deep to rescue this die:


After the polishing they rescue the dies. If not, they are retired.
Break off a feeder finger scrap coin:
